Sean,

Composting is a permissible trust use, so long as it is regional and has benefit to the people of the State California. An amendment to the lease would be required after the City has approved the use through the CEQA process.

An application can be made to CSLC concurrently with the circulation of the CEQA, staff costs about $3,000 to process the application and the process will take 3-6 months. Also, should composting become a revenue generating source for the City then CSLC may consider charging rent.
